President Donald Trump has proposed the creation of a permanent presidential retreat at his Trump International Golf Club in West Palm Beach, positioned as a Florida alternative to the historic Camp David in Maryland. The plan, outlined in a formal proposal to Palm Beach County officials, would designate a portion of the property as the “U.S. Presidential Golf Course” and sanctuary for future American leaders.

The proposal was detailed in a letter from attorney Harvey Oyer III to the Palm Beach County Commission. Under the proposed arrangement, the Trump Organization would cover all construction costs for the presidential lodging and facilities. Because the project is not expected to be completed before the end of Trump’s current term in 2029, his legal team has characterized the development as a “gift” to the federal government and future presidents.

The ‘Gift’ Framework and Land Use

A central element of the proposal involves the unique ownership structure of the site. While the Trump Organization operates the private club, Palm Beach County actually owns the underlying land and currently leases it to the organization. Transforming a section of this leased acreage into a federal sanctuary would require a complex adjustment to the existing land-use agreement between the county and the Trump brand.

According to The Real Deal, the plan includes a provision to offer complimentary club memberships to all future U.S. presidents, further institutionalizing the site as a hub for executive branch recreation and diplomacy. Oyer has reportedly compared the potential stature of the site to that of Windsor Castle in the United Kingdom or the Élysée Palace in France, suggesting the retreat would serve as a high-prestige asset for the state.

The move follows years of public criticism by Trump regarding the original Camp David retreat in the Catoctin Mountains. Trump has previously expressed a sensitivity to the Maryland site, once remarking that he could only enjoy the rustic location for about “30 minutes” at a time.

Federal and Local Coordination

Palm Beach County Administrator Joseph Abruzzo confirmed that the county is “seriously considering” the proposal. Abruzzo noted that local officials are currently in contact with the General Services Administration (GSA) to identify the specific parcel of land that would be carved out for the project.

If the GSA accepts the proposal, the federal government would maintain a permanent sanctuary on the grounds, even as the Trump Organization continues to operate the remainder of the private club. This dual-use arrangement would likely make the West Palm Beach location a recurring site for global summits and diplomatic gatherings, permanently associating the private brand with the functions of the presidency.
