Why are they tampering with evidence? (Video at link)

WHY is some guy taking things down in the tent when Charlie’s blood was still warm on the floor and the CRIME SCENE hasn’t even been processed yet?!?! Whoever that is, he was quite literally TAMPERING WITH CRIME SCENE EVIDENCE! Normally, there would be a HUGE law enforcement presence and they would have the whole area immediately cordoned off with yellow police tape after an event like this while waiting for the Coroner. You wouldn’t be able to get within 100 feet of this scene, not for a second. Instead, it’s like a damn ghost town. THIS IS EXTREMELY BIZARRE...
