What it would actually take for Steelers to trade for Bengals QB Joe Burrow

Could the Cincinnati Bengals trade Joe Burrow to their AFC North rivals, the Pittsburgh Steelers? It's unlikely, but there's at least one trade offer the Bengals would have to consider.
